can you really swap out to a 556 upper and not change anything about that lower? Seems to good to be true?

Whats the difference between Mk4 and Mk9 in resolute series 9mm?

The MK4 uses standard AR15 magazines, like the CMMG 9mm adapter mag drop in that goes into a PMAG case, or the entire CMMG 9mm ar15 mag from their website. The MK9 has the AR9 lower, which means it uses handgun magazines
