If you're a politician, it would be politically suicidal to take the "wrong" position in your party on abortion, immigration, lgbt issues, etc... but on !srael basically they just prioritize not getting primaried or sandbagged in the general because the voters won't really know or care. After decades of this, the chess pieces are in place so when a genuine crisis of security and/or conscience emerges, it is now very hard to move the needle. The political momentum, pressure, and soft power on this issue meant that it was HIGHLY unlikely those weapons would be withheld. Now that people see more details on this issue that might change, but the political winds won't change immediately.
