In individual time trial stages, every rider is fighting for every second. Time trial is rider against the clock, so it is pure... no team tactics. Bernard was fined because he isn't allowed to stuff up the course while having fun, there are racers possibly right behind him. He knew, however, that he had a big enough time gap, to the next rider behind, that he could stop for 5 seconds and do his thing and not clog up the roadway for the next guy.

Tour de France has 22 teams and 176 riders. Most teams are usually working for just 1 guy to either win a stage (sprint teams) or to have the lowest time over all stages (general classification teams). Ie. they ride in the wind ahead of their main guy to save his energy. For the time trial you go solo and since Julien Bernard can't help his teammate his time doesn't matter. Also the main guy on his team is Mads Pederson who crashed and dropped out of the race already.

The winner of the Tour (the yellow jersey winner) is the person with the fastest time overall after all the stages. But since only one person can win the Tour and that competition can be boring, there are other prestigious things you can win besides the overall time. You can win an individual stage, or mountain or sprint classification jerseys. Some people are hired to be helpers ("domestiques") rather than trying to win races. So there are multiple objectives. Since the time trial stages don't really matter to everyone, some people don't need to try as hard on them as others, they just need to beat the time cutoff.

The Tour de France time trials are the only time in the race when it's an individual race against the clock. All other stages, the lead contenders are supported by their teams. The GC contenders are usually drafting their teammates or paced by their teammates until the moment when the GC contender decides to take charge and attack. During the time trial, they don't have that team support, so it allows them to go out on their own abilities and make up time or lose time against their competitors solely on their own merit on the day.

Time trial is a race or stage where the rider is solo on the track racing against the clock. It requires different equipment and strategy than a race that is in a group (peloton). The stage time counts toward overall (general classification) time. For riders that don’t win the general classification it is still a pretty big achievement to win a stage.

Simple answer for the time trial: the Time Trial affects every rider with their overall time, but the bigtime GC riders go hard to get a few seconds on their opponents. Remco Evenepoel won the Stage 7 TT and got a few seconds on Tadej (currently #1 in GC) and on Jonas (#2 in GC). They have to work on their own instead of racing in a bunch of people where it’s easy to follow/chase/attack etc.

as for Julien's TT, it's important to note that he was not finished the stage. The street party that was arranged while his stage was still underway, as well as other racers on the course. They are typically spaced apart by 3 minutes from the starting point, and given the wide range of abilities for TT there was a risk the riders behind him caught up and would have been blocked by the beautiful embrace. All that to say, I'm sure Julien and his team car was aware of the splits at that point on the course and would have avoided such a thing from happening. And...there's a paragraph. my bad.

In grand tour races like the Tour de France, only the leading riders for each team and a handful of time trial specialists care about their finishing time in the time trial. For all other riders who serve as “domestiques” to support their team leader during other stages, the time trial is treated as a rest day or procession, hence the dude’s carefree pace during this section of the time trial.

They impact racers by determining their start positions and overall rankings. A good time trial performance can boost a racer's confidence and improve their standing in the race. Adding that to the fact that so many of our other pitchers are injured… It was a selfish move punching the wall. Him stopping to kiss his wife was one of the best moments I've seen in the TdF. Usually when riders ride through their home town, the peleton allows them to cycle off ahead so they can pause to greet their families and friends. The time trial went through his town, and so unfortunately for him this was when he was in a race against the clock. So he took the sacrifice to himself to stop to kiss his wife and baby while out on the course. Ridiculous that he was fined for that.

Time trials are like special races against the clock. Instead of riders all racing each other, they take turns riding the course as fast as they can, one at a time. These races are important because they test how fast each rider is on their own. They can make a big difference in who wins the whole Tour de France! If a rider who is good at time trials does well, they can gain a lot of time on other riders and move up in the standings.

Same with the World Cup. Yeah, of course it's the most watched event, people like soccer/football and it's a goddamn month long with almost four games a day. A real metric would be the point of maximum interest, or average views per minute or something like that. And not "engaged". The World Cup says that they "engaged" with 5 billion people during the Cup, which is utterly ridiculous. What, does walking by and seeing a television with a game on from twenty feet away count?
