Conditioning a Kestrel for Close Inspection of the Feet

Part of my routine with all hawks is to condition them to allowing their feet to be held, opened and closed, inspected, etc., longer than the few seconds they typically permit. This is easily done and has benefits especially with small falcons, which need regular expecting for scale damage, jessing, mounting a transmitter, etc.

The Kestrels I have had won't stand for that without biting. Do you have any techniques for dealing with biting?
