Are you supposed to keep the green lids on when cooking? It would seem that steam would permeate the rest of the meal if you didn’t have the lids on. .??

No, the green lids are for storage only, the dials help release steam when storing hot foods!

Can I keep raw meat in this 4 hours before cooking?

Refrigeration is ideal, it will keep a stable temperature for up to 2 hours. You can also use icepacks to keep the food cool if there's no access to a fridge, you can then use any melted ice as part of the water requirement during cooking!
