You are aware England had ultras and hooligans quite a fair amount in the top league but once the PL started up in 92/93 they began censoring everything and destroying that culture. You still have alot of hooligans in the lower leagues as anyone can be a hooligan but Ultras need to be organised and bigger numbers so its disappeared (apart from Liverpool's Kop perhaps).

Check out the Napoli ultras. That's the bench mark of ultras. The announcer winds up the crowd slowly with each name to a crescendo of noise as the players come out for kick off. That's what's needed to get the lads fired up.
