Jockey isn't that rare, it have about 0.2% chance to spawn and they can seen very often when play minecraft (especially mob trap like TTT). The rarest Jockey is a baby villager zombie that wearing diamond armor, but the one in this clip is just a normal Jockey. The Charged Creeper maybe never can seen by natural (it need the lightning hit near a spawned Creeper so it's rare seen in natural), but in this case Pekora "create" those Charged Creeper by hit them with Channeling enhanced Trident in the storm.
