Often in cases like that, they are from other countries. My father was almost wiped out by an American in 1967. Both vehicles wound up in the paddock on my Dad's side of the road. American gets out and starts yelling abuse. My father replied (in his Australianised Manchester accent) "In this country we drive on the left side" and I suspect that is the sanitised version. American just got back in his car and drove off... on the left.

As a Brit who passed her test in the UK, then had to learn how to drive on the right when I moved to the Middle East, trust me when I say that the drivers in the ME are some of the worst I've ever seen. Any lane can be used - because they can. Roundabouts - what are those, let me just drive straight over. Stick my feet out of the window while I drive, or have my child on my lap, no problem! People have to stop sitting there letting them go, and in other cases, stop letting drivers cut in front of them. In this case, D car should have pulled forward and sat there until the dipshit moved back.
