Recognizing the Visual Cues of a Cannabis Plants Stigmas

Early Development
Stigmas start out white and this is when they are most receptive to pollen.
Stigma Progression
As stigmas age they will start to turn a blond/brown color
Near Harvest Stigma Color
As harvest gets closer the percentage of brown stigmas will increase to the point of nearly 100%.
While this may not be the main visual signal used to determine the point of harvest it can be a valuable indication of the overall plant progress toward peak harvest.

you didn't really say what stage it indicates. if they've almost all turned brown does that mean it's time (given this isn't the main way to tell), or when they've turned brown it's another week, or days typically?

When these start to turn brown more time should be spent investigating the trichones which are the true indicator of plant development of cannabinoids and other chemicals.
