My dog would probably run rather than bite, and I always have him on a leash walking to my left when we go out, because he’s a foot tall and no driver would see him (there’s no sidewalk in my neighborhood). Leashes are important for the safety of the dog just as much as the safety of other people.

The defendant really made me mad in this case. Dog people have a strange ego where they think that everyone likes dogs or that it's OK to let your dogs run around off leash which is against the law. Judge Milian is absolutely right some people have dog phobias or are allergic. I think some dogs are cute but I don't want them jumping on me or barking at me or biting me. My mom is 80, totally does her best to be up with the times--but she still has a hard time figuring out how to take a photo with her phone. Check her camera roll--hardly any photos on there and if there is, we take photos for her, or we had to walk her through how to save photos we’ve sent her on her camera roll. That an 80-year old man who lives on his own doesn’t know how to take a photo with his phone is completely believable.

I don't like it either but I think it only applies to hiking trails. The dog owners are required to review a video and affirm that their dog is "within their sight and will respond to a voice command". They pay for a "Green Tag" allowing their dog to be off leash. If it's off leash and has no green tag it's a huge fine. I bet it's illegal to have an off leash dog in downtown Boulder.

I had a family reunion a month ago, nice day, took our 6 month old puppy because dogs were allowed in the area we were in. There were signs everywhere saying dogs had to stay on a leash, we had him on an extendable leash so he could move about and at all times someone held onto his leash. He was happy greeting everybody and just running around in his limited space. But it was surprising the amount of dogs walking with their owners off leash.

If we trust CDC stats it's 4.5 million dog bites (on people) per year with 800k hospitalized and an avg of 40 deaths a year. In a perfect world every dog owner would be req'd to pass a test that Cesar Milan or some other expert issued. A lot of owners seek help with dog issues with free tutorials online. These court cases are about car crashes, rent or dog bites.
