Lipoma may or may not be a necessary medical issue. If it is near a joint so it's interfering or super uncomfortable with movement, if it's growing extremely fast, etc. We have nationalized medicine where I live, and I got them to remove a tiny one because of the location at a joint. UK may be different but keep telling them it's incredibly irritating until a doctor agrees. You know the scar can be much bigger than the original if you got a regular surgeon, not a plastic surgeon I suppose, but at least it will be gone.
