This time these complicated parts of assembling for example rear box and wheel axle, drums where very little and some parts of it not shown instead of a very long cleaning work that is not difficult in meaning of technical job. But very interesting video.

I'd say 10-20 mph, depending on the dump bed load. In any case, that moped engine and transmission is grossly overloaded. Though it looks like the frame will rot away from salt before the engine or transmission dies.
