My town had a large, natural deposits of it in the aquifer, so it was called "The town without a toothache". Nobody there felt that way about it. As far as I know, the only downside of fluoride, is it will stain your teeth. Thin, brown, horizontal lines across the row. Kind of a tradeoff: Brown lines, but no tooth decay.

Rain clouds do not get rid of all of their moisture in the form of rain, only a portion; they also continuously regenerate over time. Ironically it'd be easy to argue areas "down stream" would receive more water, as the clouds we seeded would've traveled and grown over time.
