ACI recommends undercutting the concrete 1/4 inch + maximum aggregate size of the repair material below the rebar so the rebar would be 100% encased in the repair mortar. Having the rebar be partially embedded in the old concrete and covered in new mortar creates a cell where the rebar is emersed in two materials of different pHs which can potentially accelerate corrosion leading to the delamination of the repair patch.
