In El Cajon, Mayor Bill Wells says the City doesn't already allow encampments. He said Friday's decision that ruled cities can ban homeless encampments gives cities the power to decide how to address the issue.

I was homeless shortly after the pandemic started because i was between jobs right when it started...i stayed at a shelter and it was a freaking nightmare....never again would i enter a shelter. I dont drink or drug and being with those while they are in their addiction is as bad as you'd imagine.

Hear ya bro.... KOTS in Key West Florida was same.... But Salvation Army runs clean shelters with background checks, rules, chores, bedtimes etc and really helps those who want to live in a safe shelter and WORK.

I volunteered at a shelter and they kicked anyone who was doing drugs out; they had to sign something that said they would submit to drug test at any time. When they act up, pee test. Bye. Disruptive---bye. none of that was tolerated. The dudes running it were built like bouncers and bounce they did. Still you could only stay for 3 days in a row,. If you have to stay there sleep with your valuables under you pillow. Some people will even steal your shoes.

You see these shelter owners and employees SO happy for this ruling! I guess their money scheme will enlarge and keep it going? So, if shelters were the solution…why didn’t it solve homelessness? This rewards the landlords too because a lot of people were choosing to live in cars/rv’s or tents because rent is practically unaffordable for half the country. Private prisons will do well too with the homeless carted off to them. Many are wage slaves working just to make corporations rich by living in a box that they will be cast out of if they get sick, retire, or lose their job. We are not really free in “freedom” loving America.

They come here with dreams of getting a great job, house and car and they are made slaves to people who threaten to deport them if they tell about being raped, or used for prostitution. That is true, and as someone who was a former foster child, it's no better. Especially when you have abusive (Not Sexually Abusive) foster parents who are supposed to take care of you, which they don't.

@@havenjames6186 And if you are lucky enough to find some strangers who will really love you, you will always be second to their own children, or asked to do more chores, never equal. Many subtle kinds of abuses kids notice and it hurts them. Even when kids find the best Foster parents, the system takes them away from them and they are retraumatized after finally starting to feel loved. God says He will be a Father to the orphans and a husband to the widows. He is always with you and He will love you more than any earthly parent could. God bless you. You'd rather have an old empty, falling down house by you... instead of a home with people in it making it look nice bcuz they live there?? @@spencers4121 This isn't a gov't. sponsored money pit of a housing project. These are abandoned homes that need work done to them. Maybe the new tenants can assist w/ the maintenance & possibly make some monthly payment to the Family that had to abandon the home because of the CA crime problem, lack of job opportunities or the taxes. That would be potential compensation for Democrat incompetence.

The problem is not every place has those services to offer people. Rent control is needed affordable housing and keep Hedges funds from buying up all the inexpensive properties! There’s a whole mosaic of services needed. I hope this city is successful because people have a right to housing.

IMO people have a right to basic necessities. Food, shelter, clean clothing, bathroom facilities, sanitation and basic health care. And a society should care for people who cannot care for themselves. Veterans should be at the top of the list imo, not the bottom. Chronic mentally ill people should not be left to roam the streets. I don't know what to think about substance abusers... That seems like a choice to me.

That’s the real reason for the homeless crisis…Unaffordable housing. We’ve never had a homeless crisis like this ever in American history. Half of the homeless are not drug addicts or the mentally ill: it’s the elderly, disabled, and single women with children!

@@OldskolFan I always get md at people who assume there are "programs" for homeless people who are not on drugs. The ignorance is unbelievable. I say: Oh programs huh? Like what? Then they say shelters... I say did you know you can only stay in a shelter for 3 days maximum? No. They don't know that. But sometimes they keep it up after that...and I say what programs? and they say well...there MUST be programs. And I say...NO, there isn't. And the conversation is over. I always find it annoying that people always want to support exotic starving people from far away, but they wont take a sandwich to a guy living under the bridge.

I knew people who were working full time and living out of their cars. If we cannot take care of US citizens why did we allow 32 million illegal aliens into our country? I was homeless in El Cajon for almost 2 years. Most of the homeless just live underneath in the sewers and the tunnels it’s cooler down there and the police don’t bother you.

How can squatters be allowed to take up residence in other people’s houses but are not allow to take up residence in public places? Something seems very wrong about that.

They aren't 'allowed' to take up residence in other people's houses. The problem is that the process to get them out is far too complex and time consuming; but the fact is they are NOT allowed, and ultimately they can be removed. What is required is what you see happening in some jurisdictions now, where a property owner can attest to the facts and that is sufficient to give law enforcement the authority to remove a squatter without having to wait for an eviction process.

@@Mythryl12 The new laws like in Florida, shift all liability off the police. And put it on the "home owner" to swear they're telling the truth. The system will be abused, as low income renters or those living paycheck to paycheck. Will have no means to take the home owner to court, if they did have a legal lease / rental agreement. We don't even have statistics on squatters, as it's actually a rare thing to happen. It's not unlike trans kids in sports, a tiny fraction. Or gender affirming care for minors, it's turned into some political issue that will end civilization unless it's addressed. Meanwhile we can't do anything about gun violence because it's not really an issue....

@@spencers4121 Because that is how it HAS to be. The police officers are not contract lawyers. They cannot possibly sort though all the potential civil issues; not only because that's far too complex, but also because it's not their area of expertise. That is precisely why, up until now, it took a court decision to get a squatter out. And so...yes, there will be abuses. The current system was set up to protect renters from the abuse of predatory landlords; but now we have reached a point where predatory 'tenants' (squatters) are the ones abusing things. And so, we swing back toward property owner rights. But the things is that the remedy for those abuses will be a civil remedy, just like it was before, but now it will be those who claim they were wrongly evicted that have to sue the property owners. It will NEVER be solely a police matter, nor should it ever be. You do not want to live in that kind of America.

​@@Mythryl12proving who lives where should be relatively easy; have a paper trail. A renter, town, city, or county should have a filing system for property owners who rent houses or buildings. Shift the burden of proof from the courts to the court house.

@@n.d.m.515 None of those things proves whether or not a rental contract has been offered and signed. You might also want to consider whether it's a good idea to have the government in charge of keeping track of private contracts. Remember, when done correctly these are voluntary agreements between private parties; the government has no business being involved. The problems arise when one of those parties is abusing the system, and civil court is how that is resolved. What we are talking about here is what exactly do we do about the property in question in the mean time; and what we've all been learning is that it is a mistake to give ALL the power to the occupants and none of the power to the property owner.

Help someone , volunteer at the local shelter or Salvation Army. Don't wait for others to help because most would rather criticize government. Passing the responsibility to state/local us normal . Be the Change you want to see . You'll be glad you did .

@@lynncollver6067 I would like to return mental healthcare facilities to pre Reagan era, and I’d like to sue the Sackler family for creating the drug epidemic that made them 250 billion dollars. Still no jail, and only responsible to pay 5 billion of their profits. I want the remaining profits to go to fixing the damage they have caused. Point our anger in the right place, and fix the problems that are creating and expanding the problem. We handled our homeless problem decades ago. Bad policy and bad accountability has done this.

@@DoorToWindow hate the cause and not the effect. Poverty is a policy, and we have fixed the issue in the past twice, but have removed everything that solved the issues, and it has returned. Even the drug epidemic was created. Intentionally by the Sackler family, and they are in court still. I think every county, town, city and state affected should sue them and take the remaining 245 billion dollars they made from it to repair it. Free mental healthcare was the first wave of mass homeless under Reagan. We could use to return it. We all still pay roughly the same I. Taxes, but we now have to pay for the damage’s homelessness, mental illness, and drug addiction cause on top of it. Poverty is a policy and our very country handled it before. Thus is the result of deregulation, and not busting the rich.

Homeless ppl need mental evaluations and drug rehab. Also after landlords raising rent so high by the snap of their fingers and wages staying the same anybody can be subjected to it. Millions lost their jobs during covid and corporations layed off whole departments. Thats why I stay humble.

All homeless are not addicts . Many become homeless through loss of a spouse ( death or divorce ), job loss , physical ( like cancer , Parkinson's,etc ) or mental illness. Please call your local Salvation Army to learn how you can volunteer . You'll be glad you did 😊

The (un) Supreme Court has NO place making this ruling. Think about this: if you were homeless and didn't have any place to stay - where are you going to go or sleep. Where ever you can! Nobody is giving you money for a hotel / motel, you have no home, nobody is buying you one, nobody is giving you a bed (even if for only one night), basically YOU are lucky to be alive! The supreme court should either PUT UP OR SHUT UP! They have their little pockets lined with lots of $$$. Not everybody is as lucky as they are. ABC10, you need to protest this ruling OR start helping people!

Nothing about this decision 'criminalizes' being poor. Being poor does not entitle a person to any and all behaviors. The vast majority of homelessness isn't about poverty, anyway. There are resources available for those who are capable of organizing their lives; enough to keep them off the streets. But that's the real problem - they don't have that capability, usually due to mental illness, drug abuse, or both. Either way though, the fact is that communities are still entitled to designate how they want their public spaces to be used and being poor - or mentally ill, or addicted - doesn't give someone carte blanche to behave however they like.

Imagine all the homes and apartments that would open up (bringing down the cost), the fewer vehicles there would be on our roads, the smaller class sizes in our public schools, as well as the health care options becoming cheaper, if we just deported the 40 million people in the country illegally. Sixty-two percent of the electorate want to deport every single person here illegally. What are we awaiting for?

In DC there are shelters, still some prefer to live in a tent. Just because you are in bad times, that doesn’t mean you can disrupt and destroy other people’s property and way of living. Businesses close and people lose their jobs because encampments block client traffic

You're right! Most of the homeless people l see are more interested in the next hit on the pipe than anything else! The only way they have a chance to get off the substances is with DIRECT involvement through our government. Tough love instead of enabling these people!! I'm not talking about all homeless people, just the majority of them.

Not all homeless people are the same ofc. The entire state needs to stop wasting resources on inviting and fostering druggies and prioritize their support for the families who lost their safety net and temporarily homeless.

There are not enough resources and Facilities to take care of the poor I think we're going to see a massive overcrowding in our jails remember not all people are homeless due to drugs or mental illness some become homeless by house fire or losing good paying job and some people like me I became homeless when I ran away from my domestic abuser who tried to kill me

You realize most would be given labor jobs, jobs you wouldn't do if your life depended on it, most have a record or have a mark on the employment record, usually both... yeah....make your ass get a job, a real job, make you an indentured servant, see how you like it, just because you're poor. You are adding to the creation of a shrinking middle class and the end of the American dream, by not reading enough history to know how this happened and why it’s happening, and falling prey to those feeding you buzz words to sway your view to blame the weakest link in the whole subject.
