In this movie he is wearing a wig and he plays two roles one the hillbilly who is blonde and a distant cousin who has black hair from the city who is a Military Scout. The military scout is sent to the Tennessee mountains where his hillbilly distant cousins live in order to convince them to cooperate with the military in order for a missile silo to be built in the area. You can imagine how this goes down with his hillbilly relatives!
