I mean, a lot of that is due to the HololiveEN girls already being very acquainted with internet culture before joining Hololive. As has been said before by a lot of people, everyone in HololiveEN is overqualified in comparison to most of the other Hololive girls, and all of them have been very entrenched in internet and meme culture since the beginning. It makes sense that instead of attempting to be "real idols", they're just chaotic memers.
