Is that the only extinguisher in the building? There should already be one in the corridor next to the room. If the TV is on fire, put it out!

The fire likely grew to big for the extinguisher to do any good

Why didn't they use the fire extinguisher to put out the fire instead of waiting for the fire department to show up?

Because it was an electrical fire which the care staff are not allowed to deal with they have to wait for the fire brigade to isolate all the electrics in the building.
