Another sin I will add is the design behind the different drive forms. Most of the drive forms requires the presence of Donald and/or Goofy to activate. Meaning replacing them with any of the characters from the different Disney worlds would cut off access to any drive forms that requires that character you swapped them out with. Due to this everyone always ran with Donald and Goofy to have access to all their drive forms. Making all the other characters that can fight alongside you completely redundant since you are effectively weakening yourself for bringing them along. None of them bring anything special or powerful to the table that would make it worth sacrificing the use of some of your drive forms.

I think a lot of people confuse the time period of the scene with Roxas and Axel. I think it's actually suppose to be a sort of afterlife or final meeting before they disappear, right after Sora's fight with Roxas
