The Enclave is a faction that could never be really said to be “done and gone” no matter what a single game claims. Just think of all the military sites, bunkers, black sites and various locations across all of the u.s, canada, and post reclamation of anchorage; Alaska territory as well as other offshore facilities and even space assets. Then the question of where all the families that have been raising the core population of all the Enclave military forces we encounter? Soldiers do not just spawn for a highly militarized dogmatic group they would need to be raised in a tight knit community that has standards of living and ideology that would justify viewing the general wastelanders as impure, backwards, lesser peoples.

Enclave in space? Fighting the Zetans? Holding back the Zetan invasion singlehandedly? Its more likely than you think. We know the Zetans want to kill or enslave all humans. We also know that pre-war humanity was well aware of their existence and had faked the space race in order to create the technogy to establish contact with the extraterrestrials. We don't know why the Zetans haven't invaded yet. Imagine Enclave super soldiers in space and in Enclave power armor going 40k on some xenos for the past 250 years. The thin black line holding back hundreds if not thousands of Zetan warships and colony ships through sheer tenacity, bravery, ruthlessness, and ingenuity. While messing around on Earth destroying entire factions singlehandedly and reshaping the Wasteland in our image, the player receives a mysterious radio signal that requires a quest to decode. Then the location of the transmission is given along with a message asking for more, you guessed it, Enclave reinforcements. We go there obviously and when we do a loud boom of thunder sounds as four heavily armored and quite frankly huge Enclave soldiers teleport around you holding onto some crazy plasma/laser/zetan combination of weapons. Then another drops in, this one obviously in even more modified power armor, obviously and officer. You go through the talks and if you choose you get teleported to the Enclave moon base. And thus you start the Fallout DLC, Black Steel. That would be the coolest frickin DLC and finally shut up us Enclave fanboys and girls.

Apparently, to what I heard, there were multiple divisions of the Enclave that planned to work together after surviving the Great War. However, communications failed and all the groups were left isolated in the post nuclear world. I think they could return since other sects may be laying lower and waiting, rather then be as aggressive as the groups in 2 and 3 were. Here would be an interesting scenario. A previously unknown Vault opens and openly identifies itself as Enclave. Due to 250 years of isolation (give it that extra 50 years from Fallout 3 so the Enclave is out of everyone's mind) Due to 250 years of isolation the Enclave Vault has had massive reforms, but their primary mission to rebuild America is still their primary mission. The Enclave attempts to contact the Rig, Raven Rock, and the Whitesprings bunker, and a few other Enclave Bunkers and safe houses. The first 3 remain silent, but the other locations respond and acknowledge the existence of the Vault. The Vault Enclave begin to build outside their Vault, and erecting safe zones out beyond the Vault. Due to the Vaul's isolation from the rest of the world, They don't know about the Rig or Raven Rock's destruction or why they were destroyed. However this Vault starts recruiting from locals and effectively starts rebuilding. The BOS learn of this faction Enclave of Enclave and immediately declare war, The Enclave and BOS fight an all out war over this new territory and eventually give up fighting because neither side really understands why they hate each other. but rather enter a period of cold war, and espionage against each other.

Not necessarily. You could make them less racist to mutants (still treating ghouls like second class citizens) but make them extremely authoritarian and expansionist. “They are the rightful American government, dammit, and you’re going to be annexed whether you like it or not!” Highly militarized too. But that comes with benefits like more security and more access to pre war tech and even new tech. Make them like the Legion but better technologically. If you still want to add more moral complexity have them still hate the Brotherhood (being traitors to the rightful government), the NCR (being usurpers) and the Legion (tribals playing at civilization). This makes the players who like these factions feel more leery to the Enclave or maybe like them more if they really hate one of those factions.

I feel that The Enclave would have been an interesting faction to explore in-detail, and to showcase why I think it would be, I will pose a question for you viewers: _"What if The Minutemen were actually a part of The Enclave?"_ A good bit of backstory to go by would be the events of the assault on the Jefferson Memorial: where the Brotherhood of Steel launches its assault on The Enclave's base over at Project: Purity in order to reclaim the water purifier. During the assault before heading into the control room the Lone Wanderer and their party runs into Colonel Augustus Autumn, the de-facto leader of the Enclave present in Washington D.C., and there are a few ways to deal with him: one of which most of us did is by just outright killing him. But there is the other options: one of which involves talking with Autumn and learning that their reasons for taking the Water Purifier was to solidify themselves as a political center for the Capital Wasteland and reclaim power and security in the region for the denizens: something that they have been preaching and talking about at length through Enclave Radio and through the posters that the Enclave have been putting up at various locations on Old World Billboards and walls promoting the Enclave. But then, that begs the question: "If the Enclave was being genuine about their motives on completing the Water Purifier for the greater good of the Wasteland, than why is it whenever random Wastelanders are always being attacked by Enclave soldiers when they are just walking past?" It has come to my attention that in all likelihood, The Enclave is divided into two camps in _Fallout 3:_ there are the members who are fiercely loyal to Colonel Autumn, and those who follow the orders of President John Henry Eden. It is likely that the soldiers that we end up fighting against for most of the game including the random Enclave Patrols we run across are actually those who are knowingly or unknowingly following the orders of John Henry Eden (He is a Computer: perhaps to muddy the waters President Eden plays back a recording of Colonel Autumn's voice as though it was him giving them orders over the radio to the Enclave soldiers in the field while simultaneously issuing them with a Gag Order to not share the reports back with the Colonel), and there is also the Plan that President Eden planned to use a modified strain of FEV in order to kill all of the wastelanders in a bid similar to the plan issued by President Dick Richardson back in _Fallout 2,_ a plan that Colonel Autumn did not want any part of or to even entertain doing when bringing it up with him. Presenting with this, he will stand down, realizing that President Eden had destroyed everything that he wanted to accomplish for the Enclave in the Capital Wasteland, tarnishing the message of peace through order and patriotism he was trying to spread to the denizens of the Capital Wasteland, resulting in him and his fellow soldiers to just walk away without any fight. The part where The Minutemen come into play is following the events of this peaceful option with Colonel Autumn: where he and his Enclave Loyalists leave behind the Capital Wasteland. It would be some time later that Colonel Autumn realizes that the Enclaves' philosophy is a self-destructive path for them due to their constant attempts at maintaining purity while time and again they are continuously wiped out by weaker factions that consequently have more numbers to throw at them because they present themselves as enemies to the people one way or another through the incompetence of their Presidents. Colonel Autumn would decide to follow a different path: to trace back to the roots of their government to some time back before the events of the Sino-American War to learn what exactly makes someone an American, and in doing so emulates the styles and trappings of the Colonial Militia back when America comprised of the original 13 Colonies and their daring stand against British Tyranny that had dominated the world for centuries before in a bid to establish their own Independence. Colonel Autumn needed more, he also needed a symbol and an icon for them to rally behind on the battlefield; someone who wasn't a part of the Enclave but was undoubtedly American to the core and had the benefit of viewing the nation not from the perspective of a Politician or a Bureaucrat, but as an everyday citizen who could defend the rights and liberties of its people from the halls of Court or from the frontlines of Battle: which is where the Sole Survivor comes into play at for them, due to Nate and Nora being admitted into Vault 111 and cryogenically frozen for its experiment. It would lend enough credence for The Minutemen to automatically make The Sole Survivor their General; because of their leadership qualities and military history. It would then be through interacting with Preston Garvey, a former staff sergeant of the Enclave now turned into Minutemen soldier that the Sole Survivor would help to rebuild The Enclave by bringing them back to their roots as the protectors of life, liberty, and the pursuit of happiness as The Minutemen. It would serve as a character arc for the Enclave to now be seen as the definitive Good Guys for a change as the disguised officers and soldiers pay attention to our example and rebuild the Commonwealth and reorganize it into a provisional government again. To top it all off, it would also serve as a good character comparison where The Enclave is fighting against The Institute: a faction that followed the same ideologies and beliefs that The Enclave once held back in _Fallout 2,_ a way to show exactly how far the Enclave came as an organization since then under our command.

I wish they would, but they've backed themselves into a corner. The Enclave were supposed to be a one-off enemy in the original games, and they had to bring them back for F3 to give older players a nostalgic enemy. Lore-wise, the Enclave was eradicated in Fallout 1 and 2, and then eradicated again in Fallout 3. They can't really resurrect them a third time. The only way they could is if they set a new game in Texas or Mexico, but they won't. They'll keep milking the "its been 200 years and nobody has rebuilt anything" theme, instead of actually giving the survivors a history. Realistically, the Enclave would have spent 200 years rebuilding, not just chilling on an oil rig and in Raven Rock
@TheOmegaInitiative
@TheOmegaInitiative 3 жыл бұрын
I agree that the Enclave wouldn't have had a real presence in the following Black Isle games. However, I don't believe they were completely gone either. It's obviously unknown at this point as Black Isle didn't even finish their third game, but it's entirely possible they could have brought the Enclave back in a later game. In an early version of Van Buren, the Enclave would have nuked San Francisco. Then there's the Fallout bible entry of the Enclave having scattered around the world before the war. There's also the references to them in Van Buren such as the rocket and the lost patrol. Bethesda Fallout almost certainly gave the Enclave more time in the spotlight, but they weren't gone in Black Isle's Fallout. With people already settling well in Appalachia in 2103, Bethesda might as well go the whole way and add the Enclave at Mount Weather to start rebuilding Appalachia even more. Then have Appalachia as an advanced area by 2287, compared to other places like Boston which are complete shitholes.

What I really like about them is they are not this huge army faction with 1,000,000 soldiers (that we know of) but they are just a technologically superior and resourceful faction. I mean it never crossed my mind to ever use something like an outfitted oil rig in the ocean as a base. But it makes sense as no one is going to use a whole nuke to take out individual oil rigs. Heck i wouldn’t be surprised if they are using more than one rigs and that’s just where more of their personnel are in hiding and in preparation. Even using a mobile launch platform as a mobile base. Like I said they got all the secrets to hidden bases and they know how to utilize even old technology to benefit them.

But also during the battle of Adam's Airforce base we find a holotape in which Enclave High Command (whose members we never encounter, leaving Colonel Autumn the highest ranking officer we see or meet) ordering the use of artillery strikes in order to drive the BoS back. Likewise, we also learn that the Enclave has numerous Sigma Squads yet for their "last stand" only one is deployed to guard the Mobile Base Crawler. If this was truley the Enclave's last stand, we would see all of them deployed at Adams to hold off the BoS. And this is just the evidence we see in Broken Steel (not including the outposts). Strongly suggesting that we are only encountering a small detachment of the Enclave, and not their main forces.

The way I explain it to myself is that the oil rig was the central hub of command for an otherwise decentralized nation, much like the Senate was to the U.S. whose principles they base themselves is. However with it's destruction and the death of their higher command staff and leader, the Enclave split itself into a plethora of factions each trying to unite the rest under it's own command and the one at the capital wasteland saw the opportunity to do so by purifying the old capital of the U.S. and turning it into a rallying banner from where to command all the rest of the Enclave.

Enclave communication is way too robust and thorough for the destruction of the capitol to deal that much damage. Most likely they just had a designated survivor at Navarro or similar, who appointed a new cabinet. Here's an idea, what if the enclave has a gigantic underground city moon base, and that the oil rig and all other enclave bases/vault-tec vaults were a front for the real moon project? Maybe during the great war, a massive rocket filled to the brim with enclave personnel left the Earth's atmosphere, after a century of construction they began scheming to retake the US by any means necessary, be it directly or indirectly. Sort of like an evil twisted fallout version of the Apollo 11 moon landing. But what do you think about this idea? 🤔

I thought they were something like the "chapters" of the brotherhood but perhaps with a central command organizing them, since i had the impression that each brotherhood chapter was kinda independent from each other.

Honestly i think the main reason why we can never side with them in any of the games isn’t a moral reason, but because they are just too powerful. All other factors are much less significant so it allows for player choice of faction without any drastic changes for future games and removing a need for a “cannon ending”. Fallout factions are either mostly region dependent or just don’t do much (hence the BOS, since they never try to form any type of government). If the enclave won in a future fallout game, they would undoubtedly expand their control over much of the wasteland affecting other games, and thus would force the need for a “cannon ending” of them either winning or losing

Even though I'm a firm Brotherhood of Steel member.. I should point out that the Enclave had a good chance of winning in Fallout 3. If they'd used proper tactics (instead of how Bethesda wrote them), it would have gone down like this: - the Capital contingent of the Enclaves vertibird forces fly in, straight into the Citadel since they have no AA defenses. Hellfire troopers are sent in to quickly liquidate high ranking BoS soldiers and the leadership. Any troops of the BoS not able to be taken out in that blitzkrieg sweep would be finished off by supplementary infantry forces of the Enclave, these being the Mk2 soldiers. [Situation in which the BoS manage to get Liberty Prime in the field before the Enclave assault on the Citadel] - the Brotherhood preparing for an assault of large magnitude, preemptively activate Liberty Prime. As it makes it's way to the bridge outside the Citadel perimeter, the Enclave send three vertibirds to intercept it. As Liberty Prime detects their approach, it uses it's sensor beam to annihilate the leading vertibirds, but the other two open fire. As they distract the colossus, the Enclave operations base initiates it's orbital systems, and eliminate Liberty Prime. The great metal automaton falls low as it's defeat is realized. The Brotherhood give a valiant fight, but they are soon routed by the infantry of the Enclave. (Now I should also point out that in such a situation, the Brotherhood could still win. They have tactics they themselves could use. Not to mention I'd redesign the Citadel abit and give them AA defenses, because other lesser governmental buildings have them, and you're telling me the Pentagons defenses wouldn't last? That's simply ridiculous.. Also, I'd redesign Liberty Prime itself, it isn't the most effective design. Which is abit sad for a few reasons, one being House is a genius, yet he helped design such a tincan. If I redesigned it, it would look like this): [Liberty Prime] - no nuclear backpack (who seriously thought this would work?) - plasma caster for anti-vehicle purposes - missile launcher systems for anti-bunker, fortifications and de-mining purposes - flamethrower or laser gatling for anti-infantry purposes (all weapons mentioned upsized of course).

@@TheOmegaInitiative in terms of getting the Purifier operational and wanting to aid the wastes,I agree they are of like mind(in Autumns case, Eden of course is a genocidal machine). Though they differ in methodology. The Enclave want to rebuild the wastes into a Second America. This would give the wastelanders security, ease of access to resources and the like. And the Enclave would ensure the reintroduction of Old World American values. - but then you have the Brotherhood of Steels mindset. They seek to aide the wastes, but not by making the wastes into a version of what they once were in a bygone time, but by preventing such circumstances that lead to the Great War/Resource Wars (or Sino-American War as it is sometimes called). They believe that by regulating the spread of advanced tech(particularly military grade tech of Fallouts universe, these being energy weapons, power armor, military vehicles in some cases, and of course weaponized nuclear technology), that the human species will not be able to threaten its own existence once again. Now this isn't to say the BoS believe wars will stop, that skirmishes wouldn't occur, such is human nature. But the total annihilation of humankind, the complete decimation of us.. this is what cannot pass. The Brotherhood don't seek to rebuild America as it was because they see the Old world as corrupt, and blind to it's own power. They seek to protect humanity from itself, and to be the vanguard of a new path for humanity. Now I can see some points for each side, I might be a brother of Steel, but one must never be dogmatic, for if one doesn't adapt, then one dies. Which is one reason why I have friends who also support the Enclave, NCR, Institute, Followers of the Apocalypse, and one even for Caesar's Legion. We argue about many subjects, but we have respect for each other, and can come to common ground enough of times. So I never was for the decision Bethesda made for Fallout 3. It's writing was far too simplistic, and didn't have nuance. Nor branching paths, such as what could have been done with Autumn. Imagine if an Enclave civil war had been available, one, Eden. Intent on cleansing the wastes of all divergent life from pure humans. The other, Autumn. Who seeks to reestablish a new America, and to heal the wastes in his own way. In such a game, you'd have had four sides to choose from. Outcasts, Lyons Pride Brotherhood, Edens chosen, and Autumns Enclave. It could have been much more than what we got..

Honestly it would make much sense that the enclave is much bigger then those what we see on screen. They wouldnt wait nearly 200 years on the oil rig and do nothing, same they wouldnt just sit in Raven Rock and doing 30 years nothing either. If the oil rig had only 1000 residents, many of them elderly or children, only few surived etc. the washington outpost wouldnt even have a few hundred members at all. The enclave must have any kind of footholt in the mainland and also huge programms to higher up the birthrates. Same as you say in the video why the hell there is only a Colonel, but not any Generals. So far, so good; But there is a huge Problem, which makes the whole Enclave Lore more or less broken: The Enclave would have acess to nuclear weaponry, pre-war satellites, etc. but never take advantage of? Not against the NCR, not against the BOS... Never? Espacially in Fallout 3, they got attacked by the Brotherhood, but no one come on the idea to use the satellite bombing against the Citadel, literally just wiping out the most of Brotherhood with no efforts? And if there is a backing foothold, why no one comes into the idea to help the Washington chapter and destroy the big thread called BOS together? Many things makes literally no sense.

You make some very valid points throughout the video but I have my own personal theory. One of your biggest points especially towards the start is about the enclave having no reason for being in DC. you do mention how Raven Rock can manufacture buy can’t make humans. I don’t think that mattered much to the Enclave at the time. After losing the oil rig they need a new bug base of operations and a place to rebuild all the tech they lost and gain new recruits. Raven Rock can at least fill two of those. Their only issue would be getting recruits but maybe they focus on that later once they rebuild the rest of their faction. Then later on when project purity happens they want control to become the wastelands saviors. That becomes how they could get more recruits. Obviously that didn’t work and then Adams Air Force bass happened and they’re supposedly gone. But I agree that they are still out there. I especially think the outposts at Chicago will have something to do with the return of the enclave in a future fallout game, perhaps even a game taking place in Chicago sometime in the near or not so near future

Yes but there's still no reason to be in D.C., Raven Rock isn't in D.C. it's quite far away. Then in Fallout 4 the BOS are now Bad because the Good Guys are the Minutemen and Railroad...Despite them being useless with a history of corruption and failure and helping Synths become Raiders/Mercs. While the Brotherhood is sticking with it's founding ideals it's always had with the sole exception of destroying the Institute which they should've occupied not nuked (So close but not quite there). Like they do understand neither of these factions are black and white both having pros and cons...But they don't allow the player to actually choose for themselves which is the lesser evil they always force it on us. Can't join one of them, Can't reform or influence either, Can't be neutral. Someone's gotta take the role of villian to destory and another hero to defend against injustice. Despite all logic dictating none of these factions are filled with heroes or villians just people...Perhaps flawed and stupid but not inherently malevolent deserving eradication (except certain members for each).

I really hope there’s a much larger force i feel like what we’ve seen in the games doesn’t seem realistic there’s no way they had that little amount of force while it wasn’t small I still feel like there should be a massive base out there somewhere i really hope so

What I will say as this from a military prospective where is his XO and his other officers why is their only him and other lieutenant he should have at least a Lt.Col or major as his XO and captains and lieutenant helping run this operation if it was the full force I believe this is probably a skeleton crew with decent amount security.

The lore basically confirms that the Enclave are done and dusted dude. They were given major defeats at the oil rig, Raven Rock and Adams AFB. By the time of Fallout 3 they don't tend to recruit from the outside thus they'll suffer from a lack of genetic diversity sooner rather than later. It's safe to assume that the remaining survivors either went their separate ways after the realization that they'll never accomplish the Enclave's main goals or just deciding to live out the rest of their lives together in peace somewhere remote where no potential hostile factions would even know what their power armor or emblem looked like. Seems the most logical choice for self-preservation in the long term. Unless we get a retcon, their basically gone now. Sad really, I liked them as antagonists more than generic Raider types or people trying to emulate what came before... plus their power armor was the coolest looking, LOL.

The Enclave's best defence has always been there secrecy, by all accounts they should have been eradicated in Fallout 2, yet they weren't, they were going to return in Van Buren and eventually did return in Fallout 3 because they can, because that's what the organization does.

you know i had a theory that after the oil rig the enclave has completely fractured that would explain why they would make terrible tactical decisions and why we dont see anymore of the organization in fallout 4 they ether have fallen dormant all together or have started a schism of some sort also maybe some of the sects have given up the genocidal missions of they might still view themselves as better than the averge wastelander but might not actually be planning on using a genocide virus or something.

If the Enclave from Fallout 3 was only sent to give the men a morale boost and to capture and control Raven Rock for the weapons that possibly means other divisions are capturing places such as Philidelphia. If the Enclave also send men out to capture military bases one way to gain a foothold in the American south is the base like Fort Bragg in North Carolina. If the Brotherhood didn't raid it already than it could still hold Verti birds and possibly a few intact armored vehicles. Personally, I don't think Autumn was the highest-ranking member of the entire Enclave's army. So this video actual shows the points I have made with others while playing this.

The Enclave are clearly just biding their time in Canada, building their forces up, both gear wise and body wise.

The enclave lost comms and most of their bases to Chinese sabotage and the war and the enclave wanted the capital for legitimacy, Raven Rock, the pentagon and Liberty Prime. As far as anyone is concerned the enclave no longer exists.

All I want is a game I can really just fully immerse myself in the Enclave. I guess I can to an extent in 76 (and I am making an exclusively Enclave character), but I would like a single player fallout to join the ultimate Faction. And it just be a power trip like the brotherhood in FO4

2 things I hope for in terms of new fallout games, is one set somewhere in Europe, showing how they've handled the war. As well as one where you actually play as a member of the Enclave, possibly trying to find any remnants after ending up alone.

So, saying that colonel autumn was the highest ranking person is correct but also not correct because technically, the highest ranking person is the president in our chain of command.
