I remember watching the commentary of this episode. John Cleese was saying how everyone was getting frustrated with the episode because there was so much happening all at the same time. It was worth it though. This scene is perfection

Sam Mortimer I was on a bus around Dublin a while ago. When we passed a big poster advertising the Mrs Brown's Boys movie the guide apologised on behalf of the Irish Martin.

You're right, it does look alot like Graham, but apparently it is Derek Suthern. He was a prolific background character in the seventies, appearing in many episodes of Porridge & Dr Who amongst others. I've never heard him speak though.

This episode in particular is basically 2 episodes in 1. The first half is about the fire drill, but throughout the first half of the episode they make several mentions of a group of Germans that come in the second half. The fire drill portion gives Basil the concussion that makes him act so inappropriately around the German visitors in the second half.
