I do not understand why a teacher of the Quran will be punished? Is he/she may not acting upon what the Quran is telling us or maybe they are just being arrogant?

I believe is because they were striving for worldly praise and fame instead of the pleasure of Allah. Allah (swt) gives them the praise and fame they seeked n this world bu they will have nothing in the hereafter. This is how the hadith was explained to me, but Allah knows best.
