What about a person who is 66 years old but is using a rollator due to not walking very good, do you think that this person should go into nursing home? This person does not have the money to do this.

No, I don't think mobility issues are a reason to not live alone. It's mostly cognitive issues that make it necessary in order to make sure that the person is safe. Someone with cognitive decline could end up losing all their savings to a scammer. They could end up causing a fire from leaving the bathroom fan on too long or a pot on an open flame on the stove. They could mishandle their medication and take too much or not enough, etc. The concept is to be safe.
