I can distinctly hear the D note (3rd fret of the b string) in that chord. Sometimes your eyes can lie; but don't believe me, try it out yourself, and if you think that sounds right to you, go with it. You should do whatever sounds best to you. A power chord is just the root and the 5th, so even if the b string was muted it wouldn't be a power chord as the 3rd would still be in there (the E note on the 2 fret of the D string). So, even if the b string were muted, it would still be a Cmaj.
