Reporting is voluntary in the remaining states, many of which do not have staff to collect data. In the case of Saudi Arabia, the Royal Family effective makes all the decisions Some Republics (eg Russia) are not democracies Most countries that include the word "democracy" in their name, are definitely not democracies ! eg "Democratic People's Republic of Korea" (aka North Korea) Most countries that contain the name of a religion in their name, are definitely not democracies ! eg "Islamic Republic of Iran" There is no inherent contradiction between being a Constitutional Republic and a democracy. It's all down to whether or not the citizens get a say. On that basis, the USA is definitely a democracy.
