Don't be afraid to get started doing any sort of freelance work, it may be intimidating at first but like all things if you break it into smaller steps and goals it will be more manageable.
Talk to people around you about getting into modelling, more often than not they will know someone or they will encounter someone who is looking for a model and recommend you, you never know where you will find your next job.
Potentially anyone can freelance, there are no requirements but the people that do well are passionate, dedicated and patient.

PurplePort - I get most of my smaller, regular work from here
Model Mayhem - Good for non paid, portfolio building jobs
Purestorm - I have never used this and have received mixed reviews, some people love it!
Flickr - Not a freelance website but popular among experienced photographers, I use this as my online portfolio!
Instagram - Makes a good social media for modelling work
