In Soviet Russia people would just gather once a season on a Saturday afternoon to clean up their neighborhoods. Such practice was fairly effective for keeping the streets clean not only from man-made garbage, but also from the old leaves and branches etc. Of course there wasn't too much garbage to start with as stuff was scarce and people were reusing packaging materials many times over. But that was a different world where people were driven by the sense of comradery and great ideals (among other things perhaps). In the world we are in today it would be more realistic not to have 10% of the population to do the job for 1 hour a year in the name of the greater good, but to have 0.1% working 100 hours for some wage (imho).
