The carbs get rebuilt with new guts and the radiator gets reinstalled in preparation for the first engine start. Compression check shows low on #3 cylinder. (Spoiler: only for a short time...probably some carbon deposits caught in the seat. It's all good now).
This first step is to get the carbs back to a reasonable state - this is not the final or finished product but just enough to get the bike started. As I get deeper into the forensics of the bikes history of really shitty service, it's obvious that someone has already been at the carbs and screwed things up nicely.
If this gets the bike to run, then I can check the state of the water pump, thermostat, temp gauge & fan switch, and a bunch of other stuff. They'll be removed eventually and get a real overhaul with all new parts (air jets, main jets, needle jets, etc) when the bike gets torn down to the frame for its full restoration.
