They are the guardians of their troop, and will do whatever they feel is necessary to protect it - and looking one in the eyes makes them think that you're trying to challenge them, which makes them respond accordingly.

It's the silverback males which require the no looking in the eye rule. It's simplest and safest for the safari guides to instruct the tourists to apply that rule to all the gorillas.

Gorillas don't 'just snap'. Don't conflate them with chimps. There's a reason these tours are permitted, but no such foot tours into intimate range with chimp communities exist. Gorillas are predictable if you follow rules. A rando chimp might decide it doesn't like you no matter what you're doing, and literally bite your face off.
