The reason they get a penalty is that it's the responsibility of the home teams arena personnel to ensure that things are not thrown on the ice.

Jere Hoikka I don't agree that it's OK to throw stuff on the ice. people are paying to watch hockey so, when idiots throw stuff on the ice, they are disrupting the fans that are trying to have the experience they have paid for. everybodys job in the nhl is to entertain those fans and attract more. the way they do their job is by being a good player, coach, ref, marketing staff, accountants etc. but the aim of everybody is to make money for the league by entertaining the fans.
