If I remember correctly, it was either the creators confirming or someone in the fandom that proposed that Thrawn had his officers specifically target low-habitation or easily-evacuated areas. That being said, I'm a Space Marine that lived through the Siege of Terra. Not exactly a stranger to civilian casualties.

What’s smart was that, he waited for all of his men to be captured, he didn’t sacrifice a single man. Instead he destroyed the Hero’s esteem, killing and making a lot of casualties.

I remember watching the finale when it came out and cheering for Thrawn. Big brain energy that the Jedi can’t compete with. He always sets up his battles so even if he loses anything, its’ still a victory on his terms.

I still love that Thrawn is only serving the empire because his friend Anakin (Darth Vader) is in it.

I always thought that the rebels thinking thawn wouldn't dare fire uppon his own troops was a rather naive choice and that thrawn still had his ship.

For all the crap that Rebels gets, this really is a nearly perfect adaptation of Thrawn from the books. He is only concerned with military victory. He does not seek to harm civilians because he enjoys causing pain, but if it would advance his goals then he would not bat an eye at doing so.

fun fact: he wasn't loyal to the empire, he was actually a spy sent by his own people and he fooled the imperials like a boss

Memes aside... Thrawn isn't one to needlessly spill blood when he can achieve the same task without it. He knew Ezra would attempt this. And he always chooses his words carefully. Even when those he's speaking to don't understand their full context. Lothal is under Imperial rule. Lothal citizens are Imperial citizens. I believe he likely already directed the gunners of the Chimera to pre-determined targets across the city that would incur minimal death. But wreak havoc all the same.

Timothy Zahn said he had no problem with this scene, because Thrawn was only attacking the buildings and homes and not the Lothalians running away. Because Thrawn knew Erza would do anything to protect his people. Thrawn would only threaten to attack the civilians if Ezra wasn't going to budge. Zahn thought that was an efficient tactic that Thrawn would take to get his base back, and it worked.
