I just finished lap 5 with Sayaka. Can't even imagine how it would have kicked my ass at lap 300 with Homura...(I suck at playing as her)

the dev have tendency just increased a little lvl of witches and monsters on new lap, you cannot be win even lap 100 if it be 20lvl increased.

Sorry for ultra-late response, but it increases your HP and your damage, same applies to enemies (though, HP increase is completely redundant in the triple digit laps since everything will KO you in one hit). The magical girls' levels are capped at 99, but bosses have no limit

how what is combo to get the mortar looking things?

You need to spam up-strong alongside jump-up-strong. Just spawn the mortar, then jump while using up-strong right after to throw a nade, and when you arrive on the ground just repeat. Its a bit hard, but just practice a bit and you'll eventually get the hang of it
