My father is 76 and said that the hand must be horizontal -- when has that angle of the hand changed for a salute?

I was wondering the same. At some point the salute clearly changed from completely horizontal to a slight angle

When I was in Basic Training in the Air Force in 1961 we were taught exactly as the video shows with hand slightly rotated and the palms not visible

So how do I know which side is the flag located if im new to the base

I know this response is a little late. The simple answer is that the flag is typically found in the center of an army post or a base (for joints and other branches). Usually when you get to a new unit and post, you find out during PT formation, and that will be a command pointing you to the direction of the flag. As soon as you have free time, you should walk/drive around to find Post Command.

When at double time a Soldier must come to quick time before saluting. In other word if a Soldier is running and need to salute he needs to stop running and start walking, then salute. After the salute has been acknowledged the Soldier then begins running again.

Oh...Roger Williams was a Puritan like Puritans on The Mayflower whom were also called "Separatists" after The Reformation of Church Denominations (Reformation / Britannica) which stems from the time of the execution of Anne Boleyn, King Henry The VIII's 2nd wife. Our U.S. Founding Fathers were, for the most part, Protestant. A few practiced Deism, and Roger Williams came out with The Separation of Church & State that years later transcended down into our U.S. 1st Amendment between The Danbury Baptist Association and Thomas Jefferson in Danbury, CT in 1803. Pretty sure I can teach you a lot that you don't know on why we all have a U.S. 1st Amendment, and I also believe I know who took over The United States from within as well. Oh...I never joke about who my ancestors were even though I'm not a rich man, and I have records on my ancestry that were certified by a "Certified Genealogist" from The Fellow American Society of Genealogists, and he is from Providence, Rhode Island.

@@Mashy8722 Roger Williams was a student of Sir Edward Coke (Petition of Rights 1628) that later became The Parliament Bill of Rights 1689 honored by The Magna Carta after The Glorious Revolution of 1688 (History Dot Com). Our U.S. Founding Fathers cited The Magna Carta often when creating our U.S. Constitution, U.S. Bill of Rights, Habeas Corpus, & a person's guaranteed right to a trial by jury. George Washington Institute for Religious Freedom: Roger Williams: Separation of Church & State, Establishment Clause: U.S. First Amendment Center. Magna Carta: U.S. Constitution Center or U.S. Constitution Center of Learning. KZfaq is censoring me for trying to expose who took over our U.S. Government in 1913.

@@difmasika6858 not at all, the laughing was at the ineptitude of the Russian advance. It's very sad what's happened to and in Ukraine. But if you can't differentiate between the two topics then there is no point arguing.
