It's a little more complicated than that, given Prussia, Denmark, Saxony, Switzerland, Lichtenstein, and a few other countries that were there between the fall of HRE and the Unification of the Rhine

jimmyoakmeister it's refering to the majority of the land from the HRE is modern day Germany. By majority I mean that the country that takes the most up of the area.

It is bizzarre, yet inevitable how well this goes together. Also I'm reminded of the Hetalia mod I found for Civilization 4. Mainly because it's as "WHY HASN'T SOMEBODY DONE THIS YET?!" of a combination as this one. And both were pretty funny and done right. :)
