Not long after a Frankfort police detective’s reported warrantless entry into a home led to dismissed charges and strong words from a judge last summer, he was able to get a job at a different agency in another county. It wasn’t the first time he was accused of similar behavior.
Larry “Guss” Curtis worked at the Frankfort Police Department for five years, and his personnel file there shows his supervisor reported a number of issues. But, the incidents that led to two federal lawsuits against Curtis don’t appear to be among the issues documented in the file.

Ending qualified immunity is useless unless we also prohibit indemnification. Ending qualified immunity will just make it easier to sue in civil court, but what good is that if the city/town always indemnifies them anyway?

If I were an officer that had to constantly worry about my good faith efforts resulting in jail/prison or a lawsuit, I would think twice before risking my life or endangering myself to get a violent criminal off the street, narcan a drug overdose, risk breaking ribs giving someone cpr…. There are bad actors in every single profession. Officers aren’t paid an exorbitant salary that could justify the danger/risk. I absolutely think those that abuse their power should be punished but I can’t even fathom how many criminals would file Lawsuits anytime they were arrested.

Absolutely! Had the representative from DCF just barged in and the cops came, that person would most likely have been arrested and charged with home invasion. This ID10T was armed when he did it so he should be charged with armed home invasion. But no, he's a cop, he did 6 months of academy training so we'll protect him as hard as we can. The covering up of these bad cops makes it harder on all good cops and is exactly why no one respects any of them anymore. Criminals are rampant in their ranks.

Make SURE you SEE a warrant [have them e-mail / text it to you, or hold it up to the camera or screen door, so you can see the name (if it's an arrest warrant) or address to ensure it's for you, and make sure it's signed & dated by a JUDGE]!

The end qualified immunity battle cry is cool and all and I'm all for it but qualified immunity only protects from civil litigation and then only in certain circumstances. "The doctrine of qualified immunity protects state and local officials, including law enforcement officers, from individual liability unless the official violated a clearly established constitutional right. " End quote. What you really need to do is elect prosecuting attorneys who are willing to prosecute criminal cops but since they're all part of the good old boy system good luck with that.

When cops lose lawsuits for violation of the law and violation of civil rights, both of which they are sworn to uphold. They should be held liable for both the settlement and their attorney fees! This is a violation of the office. It's NOT the taxpayers' fault that they are corrupt. It's their fault and their departments fault! Make them pay, not us!

The public is tired of footing the bill for the rights violations of corrupt officers and the so-called good apples who passively allow them to do it. Yes, I know that standing up to bad cops is basically career suicide, but given that the orchard is indeed rotten, perhaps they should seek employment in more noble professions. I don't see anyway for the police to regain any of their trust with the community, short of a complete wrecking ball to the entire institution of policing. The unaccountability is exactly what the departments, the police unions and the municipalities who employ them want from them. Their continual actions always speak louder than any of the words and promises of reform they make to the contrary.

But...but...but these are Highly Trained Professionals !!! In my state it takes 560 hours of training at the police academy to become a cop and it takes 1,500 hours of training at a beauty academy to get a license to cut hair. Let that sink in.

Its called qualified immunity. He knew he wouldnt pay out of pocket, so why should he worry about it. The guy from the other county should sue, because the cop was not working in his capacity of law enforcement which means no qualified immunity

The end qualified immunity battle cry is cool and all and I'm all for it but qualified immunity only protects from civil litigation and then only in certain circumstances. "The doctrine of qualified immunity protects state and local officials, including law enforcement officers, from individual liability unless the official violated a clearly established constitutional right. " End quote. What you really need to do is elect prosecuting attorneys who are willing to prosecute criminal cops but since they're all part of the good old boy system good luck with that.

@@jondoe406 it's my reply I just copy and paste it cuz I'm tired of people parroting the unqualified immunity thing without fully understanding it and I know the shadow people will let that through. Look I'm not a fan of cops but they shouldn't be open all lawsuits if you're running away and you get hurt that's on you. If they were actually prosecuted for their crimes they wouldn't be doing it as often. They removed qualified immunity in Colorado but cops are only responsible for up to $25000 and from what I've heard it's not really stopping them. Charge them for assault kidnapping etc they may mind their manners.

If a cop breaks my back while kidnapping me he's not going to be able to afford to pay what the millions I'll need for care, hospital, pain suffering etc.

So the federal government is benevolent and will clean up corruption? The more you consolidate authority and power, the more you'll see abuses of power. The answer is for citizens to know their rights, video everything, and have the backbone to expose abuses. The federal government is not the solution. Giving them more power will backfire badly, as it has in every other example in history.

They could easily stop bad cops from skipping from one station to another by permanently removing their certification and barring them from obtaining certification ever again. Also, make these bad cops pay the lawsuits themselves taking the burden off the taxpayer. The officer in question here is a habitual offender and surely would, and possibly be, end up eventually in prison.

Somebody in his Chain of command was protecting him. That's why he was not reported. They'll hide behind "Ongoing Litigation" or "Ongoing Investigation"" until they settle the lawsuits. DO NOT forget this story. Follow up on it, regularly. This guy is a Rogue Cop and should never work in Policing again. Keep him in the spotlight and maybe he won't be.

The other officer "felt" uncomfortable, but not enough to arrest the officer trying to extort the boat repair guy. Take note people, they protect each other even when one is committing crimes in their presence. There's a video of cops raiding a home, with a cop who's clearly tripping on some high potency drugs and not one of 5 cops wants to acknowledge it. It's called a pattern of practice, and it's been built into their toxic sub culture. The solution is easy, elected officials need to start being removed for allowing attorney generals and district attorneys to not prosecute title 18 section 242, then start removing prosecutors who fail to charge police in criminal matters. Then go after the individual departments. Elected officials also need to add legislation that removes qualified immunity, and criminalized unionization of government jobs. Then these cops will start following the law. It's only once their legal protections are removed will any incentive to improve begin, body cameras have only made the issue more viewable. Chiefs still aren't firing bad cops, prosecutors aren't charging, the FBI isn't investigating, attorney generals don't care, and it starts from the top down.
