Also you should try to maybe make an alliance with The Westerlands, because right now the Hightowers are your most powerful ally, and they can't help you with a war against the Reach. Can you not siege cities? You could in CK2, but I don't know about CK3. It would probably make more sense to install a Dayne in the riverlands in Harrenhal, instead of holding it yourself. In theory you could at some point try to conquer your way up to connect your lands with Harrenhal and found an alone standing lord paramountcy. “the midlands” or something.

There a number of times where leaving a bit of your army to continue the seige whilst sending the main army to kill troops would have helped shortern that war

You could also give harrenhal to a Dayne and give him independence

Take harrenhall for yourself and try and do the decision to rebuild it
