But they use the term "inversion" or "scrambling" instead of encryption, indicating analog voice traffic. So I'm guessing it's an MPT network or similar, which has digital control with analog voice. Either way it's not a "cellphone network". Many private companies have similar private radio networks spread across entire countries.
