I'm pretty sure that this CDay is just a stalling move for Niantic. We all know by this point that Hisuian Goodra exists and is a massive upgrade over the standard Goodra. We're only missing two Hisuian forms in Go other than Goodra and they will likely be a raid boss in a future event. Personally, I'm planning on using this event to stockpile as much Goomy candy as I can so that I'll be ready to power up my Hisuian Goodra when it inevitably arrives.

I think that's very possible. I'll be doing the same, working on getting Candy and XL for the future Hisuian Goodra, which yeah I'm sure will come at some point and will likely be a lot better.
