Not to mention this type of technique has been around since the first true animated cartoon, Fantasmagorie. Even though, UPA made it more noticeable.

Also, characters running across the screen will often have a moving background behind them which is on a loop. So, for example, Scooby and Shaggy running along a corridor will pass the same lamp or doorway several times. Having characters floating or on wheels, avoids the inconvenience of animating their legs.

Im suprised you didnt mention the resurgence of limited animation in such shows as The Brak Show, Space Ghost Coast to Coast and Harvey Birdman Attorney at Law. The limited animation style was practically the selling point of the shows.
