The best performance per dollar will be found in the $1100 to $1500 range using a build similar to what is listed below:

GPU choice should vary by your max budget and will have the largest impact on gaming performance out of any single part:

From there upgrade the GPU further:

Spending more than this won't meaningfully increase performance, so extra funds can be allocated to making the build look awesome!
If you need to go below $1100 you will need to swap to an older generation CPU/Mobo/RAM
One option would be a Ryzen 5600 based build using these parts:
