Another thing those extra 3 games are based off of your standings in the division (4th place Bengals get 4th place Panthers, Titans, and Pats) which is where you get the "1st place schedule" talk and heavily impacts strength of schedule.

You missed a key detail in how the last three games in the opening example that you gave are determined. The 15th and 16th games are similarly ranked opponents within your conference (the team that ends the previous season as first, second, third, or fourth within their division faces two teams within the same conference that ranked similarly at the end of the previous season). The 17th game adds a similarly ranked team from a division of the other conference (division is on a rotation). The three games that are determined by last year's ranking within a division that can heavily change the outcome and gives another dimension of parity across the league.

The nfl schedule is like a game of sudoku if you think about it.

I've recently done an entire schedule for a 40 team football league complelty solo, and as much as I love do nerdy stuff like that, if there was one thing I would want AI or some sort of program for, it's definitely that. Kinda crazy how the NFL has AI and multiple people working on the schedule, but then again I guess that have more to worry about than just the games themselves.

The specific part FlemLo left out is how those last three games are decided for each team, because it’s not 100% random. After your division games, same conference division on a three year rotation, opposite conference division on a four year rotation… The last three games are decided by your team’s place within their division. When you hear “a first place schedule,” that’s when your team wins the division the previous year, and gets rewarded by playing the other two division winners in your conference, and one of the three division winners in the other conference. I’m not 100% sure, but I think home/road is on a rotation. I do know last place teams play last place teams, first plays first, and so on, but I think most NFL geeks know this.
