If you want real boating cleats on you Fish Pro, then take a look at what I did. Real simple and works perfectly.

Thank you for sharing. This is indeed necessary. I did some digging and I found out cleats made to be attached to rails. They look like a viable and easy solution. Any thoughts on that?

Great job.......I've tried using your Lowes part numbers with no luck. Can you post the actual OD, ID & length of the required spacers please?

Great job! What’s the purpose of the larger spacers on top?

It’s just simply to balance the spacing distance around the bracket. I don’t think it made much difference.

You're supposed to anchor from the front though, not the side.

Any ideas of where to find back plate material?

I found a small piece at a local surplus parts store. Stainless steel that small is going to hard to come by. Aluminum flat bar is easily found at Home Depot. Just make sure to put a good coat of hard protective paint on it like epoxy.
