If we don't have a needed service and will not accept the pt Is there any procedures as lab or radiology or any other investigations or treatment will be done before referral ??

This depends on each case, your goal is to reach a diagnosis if possible, stabilize your patient as much as you can, provide any immediate treatment while waiting to transfer your patient
