Hexagon side = short side of paper/ (3*cos(30)) = short side * 0.385. And in order to fold easily, the long side of the starting sheet needs to be short side / cos(30) = short side * 1.155. Or to work it backwards from the hexagon side, short side = 2.589 * hex side and long side = 3 * hex side.
