What is Coordinated Assessment?
Communities across the globe are adopting coordinated assessment in an effort to more efficiently allocate scarce housing resources based on the support service needs of single adults, youth, and families experiencing homelessness. Through coordinated assessment, all people experiencing homelessness in a given continuum of care or local jurisdiction participate in a standardized assessment of their mental health, medical, and social vulnerabilities. Based on assessment scores, individuals are triaged to housing services offering varying levels of support services, and centralized waitlists for housing resources in the community are prioritized accordingly.
Why is Evidence-based Coordinated Assessment Important?
Coordinated assessment instruments are at the foundation of centralized housing waitlists. Without a strong foundation, the whole house may come crumbling down. Instruments that do not accurately assess an individual’s housing support service needs may unintentionally reduce a highly vulnerable individual’s opportunity for housing. Alternatively, inaccurate assessment may inappropriately prioritize a person with lower support service needs for costly housing interventions like permanent supportive housing. In some cases, a difference of one point on an assessment instrument could determine whether a person is prioritized for a particular type of housing service. Ineffective housing prioritization has major implications for the wellbeing of vulnerable people and for the systems serving them.
Due to the complexities associated with homelessness, what it means to be “vulnerable” or “self-sufficient” cannot be objectively measured. Therefore, we are left developing assessment tools composed of items that we believe-or research would suggest-measure these concepts. However, there are numerous considerations to take into account when it comes to developing effective measurement tools. For example, the types of questions, the response options, and the overall assessment approach can influence whether people respond accurately on an assessment.
Psychometric research is used in many fields that lack objective measurements of concepts of interest. In the field of clinical psychology, psychological assessment measures of depression, anxiety, and other mental health conditions undergo rigorous research and vetting before they are recommended for use in research and clinical application. Unfortunately, the same process did not occur before coordinated assessment unfolded, despite the high stakes involved. There is currently very limited evidence to support the psychometric properties of instruments available for coordinated assessment. In other words, we do not know whether we are building our houses on shaky foundations.
The Vulnerability Index-Service Prioritization Decision Assistance Tool (VI-SPDAT), now on its second version, has been widely adopted for coordinated assessment. The VI-SPDAT was designed for rapid, interview-style administration that can be applied with minimal training, making it a desirable choice for communities tasked with assessing a large homeless population. The instrument primarily relies on the self-report of those assessed; the original version also included four observer-rated items indicating a subjective evaluation of the extent of impairment related to daily living skills, physical health conditions, substance use, and mental health observed by the assessor. VI-SPDAT items are grouped under four subdomains: History of Housing and Homelessness, Risks, Socialization and Daily Functions, and Wellness. The VI-SPDAT triages people for three housing types, or housing assessments, based on their score: a) permanent supportive housing (i.e., permanent housing subsidies with housing support services) for those reporting the greatest range of vulnerability, b) rapid rehousing (short-term housing subsidies or other financial support and temporary support services) for those scoring in the moderate range, and c) mainstream affordable housing (i.e., individuals directed toward mainstream affordable housing options) for those scoring in the minimally vulnerable range.
In addition to its ease of use and other potential strengths, the VI-SPDAT has gained traction due to the developers’ assertions that it is “evidence-informed” and the strongest tool available based upon its evidence and testing.

Thank you for all of your videos. I’m getting ready to apply for CoC. 55 years old, homeless in a vehicle since Aug.2017, disabled on disability diagnosed with traumatic brain injury, post concussion syndrome, and dementia. (Good times!) I found a VAT for my county but can’t tell if they’ve upgraded to a newer format. Checked all your links but found nothing. In case you have time, it’s Livermore, CA, Alameda county. @@Section8Consulting Thank you for replying. I can’t find the info anymore, what alameda county uses for CoC (questionnaire). Found it for other CA counties, but each county uses a different questionnaire method. I’ve spent a thousand hours looking for this and nothing for Alameda County. Trying to be as prepared as possible as its highly competitive here (Bay Area waitlists closed for over a decade) and living on the road with cognition issues has become extremely unsafe. Thank you.

Call 211 or 311 and get them to do phone application.They only get one shot at answering the questions right so make sure you know all the right answers before calling to avoid being on 5- 10 year waiting list like the rest of Florida.

Also too when it says total number of interactions, I thought that meant I could of called the police 3 times and an ambulance 1 time? But your saying at least 4 of those d things individualy had to of happened to get a point.....new subscriber

1 interaction for each ER /Hospital visit you can prove (The Limit is 4 ). 1 interaction for each arrest were you are booked in jail (The Limit is 4 ). That's 8 possible interactions.Take the test in the video and add up your points to see how did when you applied .

@@telaneyshay9578 Interesting you should ask ! They don't have the time or resources to verify most this stuff ,so the test is cleverly designed to get you to disqualify yourself by answering wrong on the trick questions, unless your lucky and stumble across one of my videos.

HI.. I am in Arkansas. Where I live doesnt matter as much to me since I have no home. Where do I go to apply online? In Arkansas they keep directing me to an office in Saline County in which they told me that they are not accepting section 8 applications. They sent me a public housing application.. AND I did find that in Garland County, Arkansas they are accepting the application.. So do I just go directly to their office in Garland County?? I am lost because I cant find anything online about COC in Arkansas..

A COC is like sub branch of HUD that specializes housing for homeless or very low income. Here's is there employee manual that basically tells you everything. nwacoc.com/wp-content/uploads/2018/07/CES-Policies-and-Procedures-1-31-18-cab.pdf .Now for me to find you location to apply at I would need to know what county your planning to apply in .They use a test called VI-SPDAT which is what this video is about ,If you score high you go to the top of the list and don't tell them you have their manual.

May I ask.. What’s the definition of “substandard living conditions “ I’ve been in an apartment where the sewage has flooded my apartment 3 times in 6 months. All the bedrooms, and bathroom. Straight sewage &water The landlord says it will be fixed but it needs new systems that I know they don’t want to pay for. I applied at a HUD INCONE BASED townhome complex and put I was living in substandard housing because I feel I am. However I don’t know if I meet the criteria that HUD uses for the definition of SLC. When u put that on an application how do they verify that? Will they verify it with my current landlord. I’m afraid of making him mad and then in return him giving me a bad reference when I go to move. Will they get me into a townhome faster because I’m living in substandard living conditions? I’m also on Social Security disability due to an organ transplant. Will I be at the top of the waiting list. They said the waiting list is 6 months to a year but I want to be gone sooner than later. My mother scored high and supporting housing has contacted us and already asked for pre-screening and she has an appointment with them this month. What should we expect and can this process indicate she may receive housing? She is currently homeless with only some cash aid (135$) and food stamps.

So I did a VI-SPDAT in Hampton and I scored enough to be recommended to be PSH. I was told my case would be presented to some kind of board on Wednesday August the 5th. I don't know how high I scored. Is there a time frame they have to get me housed and by get me housed does that mean my own place or a hotel. What am I really looking at here?? These videos really give me an advantage but this is a very complicated system.

If your case is being presented to the board , it means you scored off the charts ! Well done.It also means you will never pay rent again and you will get your own place. Now there may be small waitl so you might have to whatever they can give to till they have an opening for real apartment.How long will all this take , I'm not sure but most move in within 3 -60 days

@@Section8Consulting is it possible for them to put me in income based housing. As I get my wrap around services thru a private agency since I have medicare and medicaid. What I was told was that if I were to go PSH then I would have to start over with new services from CSB which really scared me. My case manager is named Karen and she is doing everything in her power to make sure I never have to be homeless again. Karen has really been a blessing to me. She gets that the system is rigged.

Karen, just let them say what they want and when your firmly in the program then you can do whatever you want. I would avoid making changes or demands before your accepted.There idea of a program is having counselor for 1 hour week and that's about it ,just roll with it and make changes later.

HUD is the federal government so yes they can request a copy of your income statement.I would advise being honest .Also if your on disability you will get priority placement with HuD ,so that's great news .

Hi, i have a very hard question, live in Denver/ Aurora Colorado not sure where to go and where to start… I am currently married, although in the end stages of divorce right now, I have 2 children, (not by husband) under age of 18, one of them is disabled receiving SSI benefits, I applied for SSDI because I can’t work full time from a car accident from a year ago, we have been homeless for over 10+ years, I do get paid 14 hours a week from the state to take care of my son, we were staying at my grandmas house on the couch, no lease, she got a legal eviction for us to get out, because I got a protection order against her son, my father, for threatening to kill me and my children, she didn’t like that, now we need emergency housing, we have to be out in 5 days we don’t have anywhere to go, I don’t understand what COC is or the other thing is, I don’t know where to go or where to start. Can you please help us, thank you!!!

I forgot to mention that I am trying to get into Emergency Housing, or obtain a emergency housing voucher, but I believe that has to come from a program called OneHome Coordinated Entry System, Im not sure???

Hi I live in San Jose California And not sure where to go to get on the list or what programs I can qualify for I do make about 53,000 a year but is still not enough to survive on in the Bay Area with 2 kids and other essential bills is there anything out there that will help please advise and thank you for your help your videos are extremely informative.

I live in Ontario Canada, I'm currently half way through an unplanned pregnancy and I lost my job do to Covid 19. I haven't been on a lease in almost 2 years but I have been renting a room. Unfortunately I need to be out in a little less then 2 months, and baby comes about 2 months later. I have already applied for housing but I'm worried as I do not have employment any longer and I'm not sure what job I can find and actually work while being a single mom to a newborn. I just need help, I've been a working person my whole life and I've always kept my head above water but right now I'm drowning. I don't want to be pregnant on the streets so I'm going to be looking into an emergency shelter when I have to leave at the end of next month but I don't want to raise my baby in a shelter :( I would love to eventually work and go to school so I can get a good job and be completely independent but I just need some help for a little while, I'm so desperate. I never thought I would ever be in a position like this.

I have many questions 1st I live in Minnesota and I've heard something about 14 days in a shelter, do u know anything about that? How important is it that u live in the shelter after taking the spadat

Unless your caseworker requires you stay in a shelter ,your welcome live anyplace you want.However its easier for them to prove your homeless when you check into shelter time to time.The 14 day rule is a myth shared by clueless homeless looking to sound smart .

I do not want to get her in trouble she’s trying to get rid of it but I cannot stay here with my son. I’ve been staying with friends back and forth. My son refuses to go to a shelter he’s 17 I’m trying to avoid him running away if I do that. Will your videos with the questions and answers be the same for Homebase? I haven’t had a lease since my old apartment years ago. She has no tenants here and refuses to give me a lease, I have no cooking gas apartment is falling apart and cold she doesn’t have the money to fix it’s a disaster. I need out of here it’s paying a toll on my son and I we are victims of abuse and this is my home since a child

I’m 68 years old on social security, disabled . I’m renting a room in a house for 2 years now . I need to find a place to move to . Now live in A. But would like to move to Orlando,Fl. Because it is a place that I can get more help with things that Social Security doesn’t off in any other states . Florida and San Fran Cisco only 2 states that have great programs with Social Security . I pick Orlando because it is one of the counties . Will you help me with this,please . I’m alone in the world . I’m disabled was on SSI then turned to Social Security when I turned 65 . I’ve been trying to figure this out for 2 years . I want to move from where I am because roommate had angry issues . She threatens me a lot . No drug use,no jail, no alcohol use,no smoking ;I am a good person, quiet and like things calm. I can’t find where to get an application to fill out . I am home bonded so way before the virus I didn’t go out . I don’t have a computer or printer to print anything . I’ve spent months on the phone trying to call many numbers all are dead ends . The rents in Va are more than I get in a month for a studio/1 bedroom apartment . I should be using a electric wheelchair because of health issues . But no room in the place I’m renting now . I have no one that I can get any kinda help from . It is hard to be alone in the world .

Hi. I need help. I live in Colorado Springs CO. I just stumbled onto your video while I was trying to find a legitimate link. I'm currently at #44 on a waitlist for Pikes Peak Low income apts. It has not moved since I applied the minute the lottery opened on their website. Im currently homeless. Using census $ for a motel for myself and cat. Only get $185. Food assistance and medical. What do I do. I'm 55 yr young fem waiting on SSI for I cannot work. And ADHD/Depressive/bi-polar/ asthma etc etc etc. No other income. Please help. Dont know anyone here.3 months here. Using advocates for SSI since Oct 2019. Nothing yet. Did a assessment by phone also a friend did one to for me. In Jan. Disability waiting since Oct thru advocates. Hud 1 1/2 mo. Ago.

The problem with HUD and low income housing is there's a long waist list because anyone with job and income can apply. A CoC is very low to no income homeless and your housed in 30- 60 days.Your spinning your wheels with HUD and their never ended wait lists. You need to apply for the CE program here- www.ppchp.org/homelessness/coordinated-entry-ce/ ask about( Housing First Act )

How long does this take? Case manager filled this out over a year ago with me and nothing.

You either failed the accessment or they had no way to contact you.It takes 35 days at longest.

@@Sabrina-jc6kd If you applied for COC housing its 35 days. If you applied for HUD housing 12 months to 10 years.
