Still I didn't receive my PhD documents but finished my study and waiting approval. I have some documents indicating I finished my PhD. can I apply by this documents? Thank you

I think you can apply if you have some provisional certificate for PhD also. But check with the DAAD people by email for confirmation

You need to find by searching yourself as research topics are very specific. Also do not put all eggs in the postdoc basket as this may not work out. Think of teaching and faculty jobs and industry too.

Yes there is supply and demand problem. You may accept an offer and then look for a better offer
