What kind of rep and set scheme would you use with this lift?

Rep planning is going to be based around your current fitness level, your ability to perform the movement and the goal behind the program. Most importantly, get out there and do the movement. When it feels like it's enough, it's enough. As you adapt to the movement, add weight or increase reps. I wish I could give you more of a direct answer, but this is the best I can do! Is there a major difference between this and a clean and press?

just a slight pause in the front rack on a clean and press. think of clean and press as two movements, and the ground to overhead as one fluid movement

Is 100lbs a good weight for this cause that's what I was able to do.
