I used to work in the staffing industry and yes. We would post up "placebo requisitions" to collect resumes to build our own internal database. And we didn't tell the candidates the contracts we had because other staffing companies will pose as a candidate to see what contracts everyone has. And then they can call and say, "we can offer you a better deal." That's the main reason staffing industries dont really give out their contracts info until further down the line. The staffing world is very cut throat. I've even seen a recruiter put their contact number on the candidates resume when they submit them to make sure the company doesn't directly call the candidates (so the recruiter doesn't lose out on the commission).
