Is it better to use stainless steel rings instead of lacing the opening?

Hello @chrisdaniel1339, most times people use aluminum hoops in the openings, but lacing them is popular as well. It's all a matter of preference.

Is that a hog ring pliers?

Yes, that tool is called a Wematic hog ringer, but you could use manual hog ring pliers as well.
