Public mode is exactly the same as single-player, so unfortunately no you can't make it, althought if you made a custom lobby or you can control the countries in the lobby, the rules are exactly the same as this video

Just take your custom world saved, then upload it, write your e-mail, wait for the 4-digit code to put it then you publish it

First you need to add to your country lots of money and research points, give your county 1M research points, then research all of the economic stuff, then after that go to the country settings and click reset R&D, the button is between "Set as puppet" and "Move Capital",make a good spending budget, and your done!

Perhaps you are spending too much in social,Research points,military, and liquidity fund, If you spend a lot on each of them, your GDP slowly goes down, I'm not a dummy nation expert, But I think you should give money and research points to your country, and of course, a good ideology like democracy.

the more you got population, the more your GDP gets great, idk, but that's what I noticed when I was playing a less populated nation, but nations like india and the US, Russia and china have all good GDP's because of their unfathomable population, and to add population, You need a lot of those buildings icon, that's it!
